It's the Vatican Constitution of 1871 signed by an impecunious President Ulysses Grant after the Civil war which is in force.
Tho' the 1871 Constitution - which created the United States Corporation - has no Bill of Rights (BoR) attached
... the BoR to the earlier Constitution remains suspended with it...
