THis does not exclude governers and people who hold office. this is the biggest manipulation ever created to fool office holders and the public alike with slick language and deep state operatives giving wrong interpretations to officials in their briefings to be signed into law. imagine all the paperwork and things to go through as govenor. I dont want to beleive he was well aware of this when he just released a Dont tread on me lIscense plate and is making the moves he is.
