If troops are deployed in a support role, there is federal authority over them (Title 10 deployment). The mayor of DC has no authority over the DC National Guard. They are the only Nat Guard that answers directly to the President. In order to call up the DC Guard, the request must be made to Sec. of the Army and approved by SecDef
@HealthRanger I commented on this a couple days ago but will add this again ==> The troops in DC were deployed under Title 32 of federal law.
The homeland defense activity section of this law allows troops can be used directly for law enforcement activity as opposed to only a support role.
