It's sort of a compromise- it implies that the mass majority have enough resiliency to be at low enough risk to justify exemption from mandates, but also believes that vaccines should be used for elderly, immuno-compr., etc. Some believe that group alone would be greviously injured, so NO to the GBD. Others say if it would immediately release 95% of population from mandates, then YES.
