I dont know maybe someone smarter then me like @HealthRanger or one of my great followers. I have a couple questions (1) How do you impeach someone who no longer holds office, is impeachment to remove them from office? (2) Why would they be addressing this letter to President DJT instead of Mr. DJT?

"When addressing a former US President in a formal setting, the correct form is “Mr. LastName.” (“President LastName” or “Mr. President” are terms reserved for the current head of state.) When talking about the person to a 3rd party, it’s appropriate to say, “former President LastName.” This holds for introductions, as well: A current governor is introduced as “Governor Smith,” while you’d introduce an ex-governor as “former Governor Smith"
