He has papers in his hands and the photographers got a close-up of the papers he was holding that were mentioning martial law and the Insurrection Act. They made a transcript of what was visible in the papers he was holding. I'm attaching the screenshots. I hope this doesn't mess up Trump's plan and put the Democrats on the alert.
