could be ballot fixing, ie. some idiot circles their choice instead of filling in the dot or put an X or check mark or whatever else reason. The guy in front might be telling her what the ballot 'should' read. Also, 'damaged' ballots might be being recreated. In GA this process requires 3 people to review each ballot 1 dem 1 repub 1 ??? person?). I forget the other term used for it. The stamp she is putting on each ballot might be a "I fixed this one" stamp, so possibly no issue here.
