@HymnRevival777 From a societal point of view, one of the signs of a country in decline is the inability to understand the difference between "accepting responsibilty" and "having accountability." Accepting responsibility is a choice, while having accountability is assumed. Therefore, while we all have been assigned "accountability", we often do not accept the responsibility for it.
